Fluke Considers the 117 an Electrician’s Digital Multimeter while the 115 is Intended for More General Testing
Basically, the Fluke 117 was designed for settings where accuracy is of the utmost importance – such as the electrical maintenance of operation-critical commercial facilities. The AutoV/Loz function “prevents false readings caused by ghost voltage”, and the VoltAlert feature allows for “go/no-go non-contact AC voltage detection”. The Fluke 115 does not offer this functionality as is better suited for verification testing in the field. Additionally, the 117 includes automatic selection of ac/dc volts, a feature not included with the 115.
Both Units are Tested Safe for Use in CAT III 600V Environments and are Otherwise Quite Similar
In terms of Voltage, Current, Resistance, Frequency, and Capacitance measurement, the 115 and 117 are identical. Both are safe for CAT III 600V environments and boast a basic DC accuracy of +/- .5%.
